The first useful question is not “Does this need editing?” but “At which level will editing make the greatest difference?” Some projects need a structural diagnosis before sentence-level work makes sense.

Editing at the right moment saves unnecessary work.
Sentence polishing is rarely efficient while major chapters are still being moved or rewritten. I will recommend the level that matches the manuscript—not automatically the largest package.
After the first complete draft
When you need an informed outside view before planning the next revision.
During a difficult revision
When the problem is visible, but the practical route to fixing it is not.
Before design or submission
When the structure is stable and the language needs a focused final development pass.

Depending on the agreed scope, delivery may include an editorial report, comments in the manuscript, tracked language revisions, a revised sample chapter or direct scene work. Each proposal states exactly what is—and is not—included.
Proofreading is not automatically included in developmental or stylistic editing. A final proofread should take place after the text and layout are stable.
Next stage
When the text is ready, design gives it form.
Interior design and cover development translate the manuscript into a readable, technically sound book.
